Programme-level quality assurance

Programme-level quality assurance is concerned with the PREE Standards set out in the Quality Assurance Framework, against which each institution is required to align. The PREE Standards as set out in the Quality Assurance Framework are as follows. Higher education institutions are expected to use all PREE Standards in framing its programmes’ approaches to quality assurance.


  • Standard 1: Programme mission, objectives and outcomes
  • Standard 2: Curriculum design and organization
  • Standard 3: Subject-specific facilities
  • Standard 4: Student advising and counselling
  • Standard 5: Teaching faculty/staff
  • Standard 6: Institutional policies and process control
  • Standard 7: Institutional support and facilities
  • Standard 8: Institutional general requirements

Programme Review for Effectiveness and Enhancement (PREE) Procedure

The process of PREE for Academic Programs is divided into two phases.

Phase I

Phase I is about preparation of self-assessment report (SAR) and it is done by program Teams (PTs).

  1. Selection of Programs for self-assessment report (SAR).
  2. Selection and Notification of Program Teams (PTs) by HOD.
  3. Training of PTs for the preparation of self-assessment report (SAR) by QEC.
  4. Provision of SAR related documents to PTs by QEC.
  5. Submission of SAR to QEC by PT.
  6. Review of SAR by QEC.
  7. Final submission of SAR to QEC through HOD.

Job Description of Program Team

Job Description of Program Team will be the following:

  • To attend the PREE meetings as and when required.
  • To ensure that Self-Assessment Mechanism is being implemented as per given guidelines.
  • To collect and document all the information required to fulfill the prescribed standards under each criterion.
  • To provide justification for each standard if it is not applicable.
  • To prepare drafts of the SAR on the given dead line and send them to QEC for timely feedback.
  • To keep the record of all the supporting documents addressing various standards of the PREE.
  • To circulate all the applicable feedback forms to the target stakeholders and include the analysis of the same in the PREE.
  • To communicate with the management on the effectiveness and suitability of the Program Review mechanism.
  • To coordinate with other departments and faculty members as and when required for the completion of the PREE.

Phase II

Phase II is about submission of AT findings, Executive Summary and Implementation Plans prepared by the Assessment Team and QEC.

  1. Selection and Notification of Assessment Teams (ATs) by Rector.
  2. Training of Assessment Teams by QEC.
  3. Visit of Assessment Teams to the Department.
  4. Submission of AT Findings According to HEC format to QEC.
  5. Exit Meeting (QEC, HOD , PT, AT, Faculty).
  6. Submission of Executive Summary to Rector by QEC.
  7. Submission of Implementation Plan by HOD and Dean to QEC.
  8. Follow up the Implementation Plan by QEC.

Job Description of Assessment Team

Job Description of Assessment Team will be the following:

  • To attend PREE briefing as and when required.
  • To review PREE report as per guidelines provided by QEC and mark areas for further review.
  • To visit department with QEC members and verify the contents of PREE.
  • To attend meetings on the findings of visits and sharing of experiences.
  • To draft a report on the prescribed format on the findings of the visits.
